Croup Manor unaccessable ghoul on 3rd floor

I've cleared all ghouls I can find, but one is behind an advanced locked door on the 3rd floor. I've tried the unlock cheat, which has worked before, but no luck. An ideas to solve this? This mission seems much harder than the previous Minuteman missions. I am at level 14.

I thought the key was behind the door on the third floor.

Check the desks on the second floor.

Nah, just aim for the legs.

That is what I just started doing recently. It is quite effective, especially on the strong ghouls.

The ghoul was too tough to shoot out his kegs with any weapon I had, so I used a mine and then finished him off. Did the basement aand quest finished.
