Since those are a lot fewer in number than anyone using ballistics (even many robots still use ballistics), well, there you have it.
I find Scrounger helps a lot with finding energy ammo, or at least it definitely makes it more worthwhile when you get lucky and find some in a vault or an ammo can.
But no, doesn't matter what weapons you use or what your skills are... loot tables don't reflect your weapon skills or choice of weapons.
I have to disagree if only because ammo is still quite valuable, even in survival where ammo has weight. In any other difficulty, it having no weight makes it an excellent trading resource.

Scrounger 1 is 40%/10% chance of finding ammo, Scrounger 2 is 70%/20%, Scrounger 3 is 100%/30%. The smaller chance is used by 191 containers/NPCs, the larger chance by 938...
Yep, this was exactly what I was going to suggest... Further to this Scrounger also gives you a chance of finding additional Fusion Cores (since it's counted as an Energy Weapon ammo type), so is great for a Power Armour build...

I’m currently playing a 10 luck character but I haven’t invested in scrounger yet there are kind of more important things to invest in right now.
No, it doesn't. That is not from Scrounger (which does not effect fusion cores at all, nor does it have an effect on missiles, mini nukes, or any DLC ammo). That is 100% base game, default behavior. It is due to how the game generates ammo in containers. With some containers, the game rolls 4 times on certain lists. For fusion cores, that list only contains 1 entry - 1 fusion core. So 1+1+1+1 = 4 cores. For other ammo types, it might include 1 to 5 rounds, and 2 to 7 rounds, and other entries. So there is a variable number of rounds.
You can see the list Doombringer posted - those are the only ammo types Scrounger has an effect on. Unless the new Creation stuff that came with the Next Gen patch added anything.
Luck itself has absolutely no impact on any of the loot you find. The only effects it has are from the perks, not the attribute itself.
