Mayor McDonough always busy
I always wanted to progress this quest in my previous play through but this time i really want to progress this quest but he just seems to be busy 24/7 trying to make a speech
What do I do now ?

Please clearer info, there are 3 Quests related to him - One when you try to get the Key for Kellogs House.
Then is the one Quest from the Institute (speak with ayo) or when you blowed it up (end with any other fraction then the institute) is the last one..
Otherwise there are no quest related to him directly then maybe when you enter Diamond City the first time..
