Any chance you're trying to run the game off integrated graphics on that new pc?
Go to Help at the top of your Steam window, then System Information. Copy and paste the results here.
You could try redoing the .ini files. Go to Documents/My Games/Fallout 4. Then delete the Fallout4.ini and the Fallout4Prefs.ini. Do not delete the Fallout4Custom.ini. After that verify the game files again and launch the game from your Steam library. That will create new .ini's and might fix the problem.
Right, copy pasting that for like the 5th time in a week. and no, it' not using integrated. I'll try the ini thing tomoroow when I've got mo\re than 300 minutes to ♥♥♥♥ around trying to fix things that should never be an issue. (new machine, loads of problems).

Go ahead and try redoing the .ini's.
Edit; Only because it's a laptop, try lowering your resolution a bit and or try playing in Borderless Windowed mode.
That I don't know how to do. I don't even know why its set for that this is a 60H screen.
There is no "display" tab, dropdown, or other menu in nvidia control panel anywhere.
