Sort of, as Posted above you can apply those paints to other armors but only for that specific variant of Power armor, no Vim for T-60 for example.
There is 1 more unique variant in Nuka-Wolrd as well, the Quantum X-01 PA, but like the Nuka
T-51 it is unique and that is the only PA with that paint.
There isn't a consistent rule that describes all paint jobs. You could roughly group them into "any", "one type", and "unique", but even there you have exceptions (like horse power armour using only its own set of paint jobs).
