After ONE year - Taking Independence is still bugged - need fix

This is weird. I'm on my 5th playthrough and this is the first time I can't power the radio transmitter. I've tried a lot of things found on the web, but nothing works. This is driving me crazy.

I've tried reloading older save, console commands, restarting, powering everything, ...

Is it because I'm still a low level (21)? I haven't build any other settlements yet. I sent Preston to the castle very early on, to get rid of him in Sanctaury and joined him later.

How did you get the quest "Taking Independence" without capturing any other settlements? Don't you need a minimum of 4 settlements before Preston gives you this quest?

Also from the wiki:

After defeating the queen and clearing out the Fort, Preston Garvey may sit on the wall doing nothing with no speech options. Preston may also walk all the way back to Sanctuary and will continuously say "We need to focus on taking the Castle back". This may be solved by sitting on the chair and wait for 24 hours. [verified]

Yes, I have some settlements, but I meant that I literally haven't touched them

Do you have the task to power the antenna? I've seen people report that they don't get that task and then find there are still egg clutches to be destroyed.

Truth be told, I got the task to power the generator but there were still some eggs to be destroyed, apparently.

You gotta get rid of the eggs. Explore every room. Theres also some up on top of the walls, if I remember correctly.

Yes, I also suspect that it has something to do with the eggs. Problem is, the queen pops op before all the eggs are destroyed and you get the task directly after the queen is down.

I will hold off on killing the queen and destroy the eggs first. Because the task 'destroy egg clutches' is marked as completed after killing the queen but before all the eggs are gone.

It shouldn't be this complicated

try going to the fort ahead of Preston telling you to. Clean it out, Kill the Queen and power the radio. It works but since no one is there its just static. Then find Preston and do the quest, he will ask you about it you tell him its already done cleaned out, he meets you there and all is good. At least this worked for me.
