Maybe it's more simply that it's too advanced to be practical to manufacture. As a strategist I would prefer to use a less advanced armour that still outranks most of the crap on the ground whoch I can give to ALL my soldiers than to pick the super armour and only give it to a few guys.
Sure, they could have given it to the elite people. That's a thing. But equipping EVERYONE with the Mk. II. Eeeh...
Well, TBF, in Fallout 3 the brotherhood was cut off and were more or less scavengers without any Brotherhood support or supplylines unlike the Brotherhood in Fallout 4 which are resupplied and supported by the West Coast chapter which is the most well off one.
East to my knowledge & from what I looked up. Haven't re-established with West BoS. In fact, Good Ol Max, pretty much running east as his own separate entity from West BoS. West BoS is still in conflicts with NCR, etc..

No, the X-01 power armor was made by the United States Goveremnet prior to the bombs falling. 'X' means that it was experimental. You don't issue experimential equipment to the troops in the field. The Enclave produced power armor that was based off of the pre-war X-01 power armor.; thus it would no longer have 'X' associated with its name. Why Bethesda uses a 'T' (T-45, T-51, T-60) as part of the power armor series names is a mystery to myself. I guess 'T' stands for 'transport'? It would have been more logical to use a 'P' instead; P-45 (power armor 2045 series).
