Nuka World Star Cores Issue (PC)

I have 34/35 Star Cores installed and I can not use the elevator to get the last Core. Are we not supposed to have partial power after installing 20 cores? I watch someone else use that elevator to go up and retreive that core. Elevator message says. Nuka worlds main power is out. Is there a hidden switch to get power on?

No, you only get elevator running at the end of story quest of this DLC.

You have to go to the power plant in the Northeast portion of the map and turn on the power to the park. You can do that anytime.

Restart the power at the Power Plant.

Or use a Jetpack to get up to the top of the tower.

the door to the switch is locked until you either reach the end of the main questline or complete open season. After that you can open the door and activate the power.

The switch cannot be reached by any legitimate ways. Only by using console commands can you bypass the gate if you haven't completed any of the above mentioned quests, and that could screw up your game. Using the console to pick up the starcore at the top of the tower in the galactic zone is a safer option if you want the armour now, or just use the tcl command to move into the glass.
