Bed in sanctuary
Ok so I accepted the mission to build beds... I placed about 5 in the garage home.. Nothing... It still says 0% on progress

Garage home? Red Rocket location? That would be the wrong place. Go back to the town and build them there. The people are living in Sanctuary, they want the beds there.

All I can tell you is that I've played thru the story 3 different times and without mods each bed (regardless of whether it is a proper bed or a sleeping bag) counts toward completion of the quest, "Sanctuary."

put the bed's in the house's not in the garage thay want a place that have a roof over them and thay tell you the house's will work fine.

actually had the same issue - seems to be a bug with one of the last updates as right now my sanctuary has 0 settlers even though all 6 people are there and my red rocket has 35 (it has 1 cranky robot)

way I finished that mission - build beds - walked off worked on another quest - came back thanks for the beds (already built the water / food / defenses) all got triggered to complete status over the course of a hour play time

They don't even care about the roof.

Not for completion of the quest, but if I remember correctly an uncovered bed does not improve happiness like a covered one. But it doesn't have to be enclosed by walls but it needs a roof over it.

It's the same amount of happiness, but it has to be at certain heights or it doesn't even count.

What do you mean by "heights?" My experimentation found that a sleeping bag on the floor of a pre-fab unit with a floor and ceiling but no walls provides the same happiness as a proper bed with legs.
