Report a translation problem
Alot of people say disabling "weapon debris" fixes crashing issues. Limit your frames to 60(or the Geforce Gtx 1660's preferred specs). Also verifying files integrity is never a bad idea.
I did lower it to high even down to medium and tried it on low. Still happens. The fix you are suggesting was already suggested by Bethesda. Didn't work. I even have weapons debris disabled. Maybe its the ram but can you explain why this is happening now since the last update? It doesn't make sense. I am nearly at the end of the game and then this happens out of the blue?

You can also try contacting Nvidia through the Geforce Experience or email them another way, for a possible fix, as this is clearly somekind of stability/compatibility issue. You could also try disabling fog. Just to see if it has any effect.
Also u never mentioned if u had verified file integrity(apologies if u have). Cause if all of the above fails, then that means the problem HAS to be in the games source code. Specifically wherever the protocols for V.A.T.S are.

Maybe a perk that increases V..A.T.S accuracy(which rolls a number your Ram or GPU doesn't like), a Mod(?). Could be an old registry error(unlikely, but possible). Personally my money is on the games program and .ini files have/were modified in someway while playing, aka leveling up and an error occurred when it was written. Meaning it is a Bethesda issue and the V.A.T.S protocols in the games files need to be restored to the start of the games default. Cause it wasn't an issue when u started correct? It just suddenly became 1.
In regards to Nvidia and its drivers, if they r reading the rest of the game and its not crashing(except when using V.A.T.S) that means your 1660 is reading the game correctly. Its a Bethesda issue(we're all shocked I know.) but thats gotta be it. Everything else has been ruled out. Except Registry(do u use Ccleaner or some kind of Registry patching program, specifically to delete old Registry issues and pathways?) Again this is unlikely to be the problem.
I'm not too savvy with Mods, but maybe u can look for one in regards to V.A.T.S to try to overwrite the base games data? Thats all I can recommend.
Late Edit as I forgot this was brought up. U could also try uninstalling that last update from Steam(?), Bethesda(?), Windows(?), whomever it came from
Though if u r interested u could always use the console to set carryweight, u don't a mod to do that. Personally I'm more interested in hearing about your registry fixes.
