Once you help those and lead them back to Sanctuary, then Codsworts will be available!
Or you might be able to just go far enough to hear the battle or to get the quest then go back to sanctuary.
I've already been to Concord, met Preston, and finished that entire quest already.
You only have to get to where Preston asks you to help him. You do not need to enter the museum. You can simply go bakc to Sanctuary and say whatever and he becomes available as a companion.

Just a guess. You have offically started act 2 of the game.

Some act 1 things are closed off by that, like going back into vault 111.
Try and load a save from before you finished reunions and test if you can recruit Codsworth. You might be able to use console command to force recruit him.
I'm really far into the game at this point and would lose a lost of if I were to reload a save that early, I tried to find a command to recruit him but the only one I found didn't really work.
Let me think on some creative solutions and I will get back to you later.
... You're never locked out of Vault 111. It's available for the whole game.
