Alright, I'll put more beacons elsewhere and then move them there, didn't think of that.

If you have Automatron installed, head southeast to a set of ruined houses west of Hangman's Alley. Check to see if there are any settlers. If so, defend them from the attacking robots. If you keep them alive you can recruit them into your settlement. You can always reroll the random encounter as long as your save point is far enough away.
Also if you head southwest to the Mass Pike Interchange fast travel point, you might encounter Super Mutants with a captive settler. Free the settler and kill the mutants and you can recruit them to your settlement.
If you haven't already, the same place will have an encounter where settlers will be attacked by either robots or raiders. Again defend the settlers and you can recruit them into your settlement.
These can be tricky to get but those are the other ways to get settlers.
...or just build robots, whichever you prefer.

There is a settlement happiness calculator on Oxhorn's youtube channel. The happier the settlement the more settlers.
The beacon needs to be turned on (green light glowing). I don't think multiple beacons count.
Plenty of food, plenty of fresh water, beds, workbenches, defence, shops, supply line possibly all contribute. There might be other factors. Also your own reputation might have an impact. Beds need to be indoors to count.
My settlements usually have 200 defence, 3x food, all workbenches, extra beds, plus a few shops. This will get about 20 settlers.
On the pip-boy there is a settlement status screen which indicates if there are any problems. Sometimes the settlers will tell you what the problem is.
Only real factors are happiness and the amount of unemployed people.
My problem is that I can't move settlers into my settlement, say I have 3 settlements that I have unlocked, Sanctuary, Red Rocket and Oberland, and I go to move a settler from Sanctuary to Oberland, Red Rocket shows up but Oberland doesn't, that is my problem.
I'm enjoying building my settlement, I don't just want a nice settlement I want to be able to say I made the settlement, otherwise theres no point to it.
I'm using a mod that makes all settlements have 50 settlers max so that doesn't matter, all my settlers have jobs, I'll try reasignning them around and I haven't been trying to move quest givers, if I can get Sheffield to move I'll just put other beacons at other settlements and move those to Oberland.
I'm being partly facetious (seriously, that mod generates settlers at a much faster rate than vanilla,) but don't get too invested in settlement building, the flaws and the lack of depth get more glaring the more time you spend invested in settlements, and it takes a special sort of person to brush those off and keep going rather than just playing The Sims or somesuch.

sorry man getting lost a bit, are you unable to move settler to Oberland, is that your issue? From your last post you're using a mod, I'd look there......
You can also use console commands to spawn settlers that you can then move to a settlement.
