Report a translation problem
Delete the INI files in Documents\My Games\Fallout4
Then click Steam|Library|Games|Fallout 4| Properties | Local Files | Verify local game cache
This should get you a vanilla install of the game. Run it so it detects your hardware and creates the ini files before attempting to mod the game.
Edit: Your saves should be in Documents\My Games\Fallout4\Saves so don't delete them if you want to keep your saves.
It will resync old files that can cause problems
I always turn off all running programs possible so the game gets the most power possible.
If you dismiss Dogmeat, the game says he is going to Red Rocket and he does. It does not give you a choice. If you dismiss Piper, the game says she is going to Red Rocket but she goes to Public Occurrences. Again, you do not get a choice.
These are the current game breaking problems I am having. I have not played the game very far because it just does not feel right. But it seems like the game gets worse every time I re-install it.
I have used FO4edit to clean the only DLC (Wasteland Workshop) that I use. Then I used LOOT to check my mods. It did move a couple of them around, which I accepted. But I did not find any major problems with any of my mods and did not report any of them as "dirty".
So, all I can figure is that Steam copies my game files when I un-install, then just reloads the same messed up files when I re-install, and the corruption just continues to get worse.
Also: I do not subscribe to Steam Cloud, nor to any other Cloud. I do not trust the internet so completely that I would store ANYTHING in a cloud !

I'm glad that someone found this discussion and necroed it. My game is exactly as the OP wrote about his game. I've often wondered if there were hidden files messing up my game that I missed when deleting and reloading, and I've reloaded this game too many times. My very first play though, I had to delete and reload 5 time in a row to get it to be halfway playable. Now I have this as a guide.
