How can you get the ballistic weave without the railroad? ( I killed them because i helped the Institute ONE TIME)

like as a resource? There should be ammo bags or something sold by vendors, or Military Grade Adhesive. Just buy up them when ever you see it. It's very rare resource in general. But The Assualtron in Good Neighbour sells it as shipment value

If you mean being able to apply ballistic weave to improve clothing, in the vanilla game (without using mods or console commands), that's only available by doing the relevant DIA missions for the Railroad. If you don't work with them at all, you don't gain the ability to use ballistic weave.

Correct me if I am wrong but I believe duct tape/military duck tape is considered ballistic weave also. http://fallout.wikia.com/wiki/Fallout_4_junk_items#Crafting_components

You can't, the only way to get the upgrade is by reaching a certain point with the Railroad.

Edit: or by getting a mod, obviously.

The OP is talking about the Ballistic Weave clothing modification that you learn after completing certain Railroad quests. What YOU'RE referring to in your post is the ballistic weave crafting component, which can't be used to make the mod until those RR quests are completed. So it's actually TWO different things that happen to have the same name.

They're two different things with two different, but related, names. Ballistic fiber is the junk material, while ballistic weave is the clothing mod made out of it.

Just keep doing the Jackpot mission you get from P.A.M. until you get the Ballistic Weave mod. After that you can destroy the Railroad without fear of losing the option to add Ballistic Weave to your clothes.

You will not get the mod if the Rail Road is hostile or have been destroyed already.

Wrong game. The 3 Holy frag grenades were in New Vegas. They're in the basement of the church in Searchlight.
