Read the bug section. There is a console command to get Ballistic weave without doing P.A.M.'s Railroad quests.

The OP is talking about the Ballistic Weave clothing modification that you learn after completing certain Railroad quests. What YOU'RE referring to in your post is the ballistic weave crafting component, which can't be used to make the mod until those RR quests are completed. So it's actually TWO different things that happen to have the same name.
You will not get the mod if the Rail Road is hostile or have been destroyed already.

Wrong game. The 3 Holy frag grenades were in New Vegas. They're in the basement of the church in Searchlight.
