The reason the quantum X-01 is there is very subtly explained, and is the same reason JCB is a frozen head under the park. He pulled a few strings and got the armor as a sort of promotional icon for Quantum.
Why not have the brand new flavor role out with the brand-new military grade Power Armor suit? Especially when the flavor developed was a result from corporate-military collaboration. We can already see this being done in the past with T-51 and Nuka Cola (Normal, Grape, Orange, Cherry, Etc).
To explain why It's mk. 5, is that a group of Enclave survivors could've modified and improved it after their defeat at AAFB, but were forced to leave after they trigger the security (And took the star cores with them, explaining why they are missing in the first place [They used to Cores as keys to the different ride segments in order to use them as defenses against the attacking robots, only for those to attack them too]).
But to answer your actual question, Consistent Power Armor Overhaul MIGHT have done it, but I don't know as I haven't used it. If you don't want to bet on that, try this as it's probably the closest you'll get: https://www.nexusmods.com/fallout4/mods/14580

The loading screen says it was done by the remnants of the US Government aka the Enclave.
Yes you could find X-01 in the wasteland, but i use the Borderlands logic (its not canon but its there for gameplay) THe New U station isnt canon in borderlands)
When Nuka World came out, they decided to make X-01 Pre War for god knows why.
We are sadly divided about some of these changes in lore.
Not trying to start a fight, i hope we can talk about this normally. O_O;
Even simpler, X-01 Mk's 1 and 2 are the pre-war designs (Thus the X-01 codename, which can't be explained in any other way besides a made up name by the PC, which is unlikely), whilst Mk 3+ is advanced power armor Mk 1, with varying improvements made by the Enclave and wastelanders on the prototypes as years pass by.
Even more simply, X-01 Mk's 1 and 2 = Pre-War designs by the Enclave (X-01 is the codename used then)
X-01 Mk's 3+ = Post-War designs by the Enclave and various wastelanders (Advanced power armor Mk. 1, with various improvements, but the PC doesn't know that it's called Advanced Power Armor Mk. 1, and thusly just continues calling it X-01, which is likely somewhere on the model, even if we don't see it in-game).
Once again, I'm not trying to type this in a hostile tone, or argue. Just simply putting out a possible theory that explains some of the Retcons in FO4.
I feel like Bethesda wants to Hard Reboot Fallout's past or something.
Like i dont mind T-60 existing for example, but i dont like how it was implemented into the lore.
