To your question, I think there is no ENB like Pilgrim, but 'Visceral' and 'Stalker lights' are good replacements.

The problem is that I have no idea how to install it or where the files themselves go. If anyone can tell me where to place these four files I would be very happy.
Looks like this is all that's needed. To make it work, just need the readme.txt or instruction manual to install. Last ENB I installed was for Skyrim.
Anyway, here's the author for Pilgrim going over how to install the ENB:

In the video, he's going over BETA.3, you found BETA.5b, the latest version for the ENB.
To prove what I said, in the first video, he goes onto the Nexus page and most importantly, he visits the Files page of Nexus around 1:20. It says 429kb + 42,798kb + 79,397kb total size. The first 2 are BETA.3, the Soundtrack is version 0.2. All 3 were uploaded on May 10, 2017. He does say you only need the weather + the ENB to make it work.
What's the latest version? It says BETA.5b: We can see in archive.org the entire archived nexus page for Pilgrim: https://web.archive.org/web/*/nexusmods.com/fallout4/mods/23845?
How to install? Refer to the archive.org link above. You can read the installation instructions, potentially, for every version he posted, the issue is that I don't know which version the installation instructions refer to without being able to access the Files tab of the archive page.
When going through the various instruction versions, the only difference I see is the ENB binaries, which are found here: http://enbdev.com/download_mod_fallout4.htm
So I think v0.307 will for sure work. Try it with that one. v0.355 might not work as that was created after Pilgrim was last updated.
Found him saying this, "We are attempting to replace Dogmeat with a goat named Black Phillip in a future release, but until that happens, we have re-textured him, gave him glowing eyes, and adjusted his audio a bit to sound a little less cheerful. These changes are included in an optional plugin." - I believe that you've found that re-textured Dogmeat.
You only need PILGRIM Weather and Music and PILGRIM - ENB Files to install. The soundtrack and dogmeat files are optional.

I thought this would fit well with Horizon or even better, Horizon + Zombies Walkers to make it a zombie survival. I'm doing a 100% vanilla run atm and want to test this ENB afterwards.
My gpu won't run the HD Texture pack properly.
What card are you using?
Need at least 8GB to do the HD Texture pack.
I should focus on texture packs from Nexus than using bethesda's HR texture pack. You can select which one you want to have in 2k. NPC/creatures only? Or clutter? Or both. Keep addding until your PC is having a fatigue.
