The red dress

Even though I am playing as a male character I wear the "red dress" since it seems to be the lightest +2 Charisma outfit. One perk that I've noticed is that when I put it on I can keep wearing any armor I have on my arms. So in addition to a hat and glasses I can wear any arm armor that has chr buffs making it better than the +3 suit from Rex.

Yeah, it looks the same but if you use a soft, husky voice and bat your lashes it works perfectly. Just wear a scarf over your adam's apple

There is a guide somewhere. The bestest you can do is with all the legendary luck armor pieces and something that can be worn under armor. +8 I think.

You can get a similar effect with the summer shorts, as they accessorise well with armour pieces.

Similar armour effect, very different aesthetic effect.

You can get up to +9 Charisma with a selection of Sharp armour pieces, a suitable hat and glasses, and one of the fancy suits from Nuka World.

Yes, they only exclude chest armour, but on the plus side, they also accept ballistic weave.

I also think the red dress isn't ballistic weave possible. But the summer short is.
I always go for summershorts with ballistic weave.

The red dress also allows ballistic weave, it just doesn't allow you to wear leg armour like the summer shorts.

Don't see them for sale at any of the early game vendors. Any for sure locations?

The hat, the dress or the shorts? The hat I think is a unique quest item, as is the +3 dress. The shorts you can find in any loot or Settler or vendor eventually, it's just random.

I never got the quest to get the Dapper Gent. Where do you find Pearl?

I hadn't thought about wearing chr arm buffs with the dress, good idea. Now to find some....
