About 5 hours to be precise
Try these things first;
1. Go to Documents/My Games/Fallout 4 and delete the Fallout4.ini and the Fallout4Prefs.ini. Then verify the game files again and launch the game from your Steam library launcher. That will create new .ini's and possibly fix the issue.
2. There was an old bug that caused the Pip-Boy to be blurred. It was patched long ago but, the fix was to set Ambient Occlusion to HBAO+. Try that.
3. You can try re-equiping the Pip-Boy. FIRST, make a new menu save before ever using the console! Open the console[ ~ ] and type player.equipitem 00021b3b 1 and hit Enter. That will equip a new Pip-Boy and may fix your issue. If it doesn't then load that save you made before you used the console.
4. If the above doesn't work you may have to re-install the game. If so, uninstall all mods first then the game. After that go to the game folder in C:/Program Files[x86]/Steam/steamapps/common/Fallout 4 and delete anything remaining in the game folder. Next, go to Documents/My Games/Fallout 4 and delete the Fallout4.ini and the Fallout4Prefs.ini if they are still there. Now re-install the game AND becareful with mods this time.

In the case of "junk files", just manually extract the botched mod to your desktop. Open the mod folder AND then open the DATA folder in your Fallout 4 game directory. Compare EVERY file and folder in the mod with the corresponding files and folders in the game's DATA folder. If you see the sames files in the exact same place as the mod's, that's a leftover junk file and can be deleted.
HOWEVER, if you have PREVIOUSLY install ANY mod that changes your pipboy, deleting the junk files may make things worse IF the botched mod replaced any of those files. Those previously installed mods will have to be re-installed in order to restore your pipboy to the condition it was before you botched it.
