There's no proper population mods yet, stay tuned.
Don't know if its still available or if it still works tho.
But the main reason you can't is it would involve massive changes to the main worldspace and most modders are reluctant to do that - because then they'll spend the next 12 months making compatibility patches for everyone.
And because Bethesda didn't make the settlement system extendable - so you couldn't just do it yourself. At least until Conquest came along.
