If you haven't done already I would take Curies original outfit away from her after equipping her with what you want her to wear.
If she strips off as you enter battle she is definitely re-equipping. If she reverts to her default clothing in battle it may just be a visual glitch
Console wise you could open the console, select curie then use disable followed by enable.
That's because clothing and underarmor normally occupy body slot 33. The dress you're giving her is assigned a DIFFERENT slot. Curie is STILL wearing whatever is assigned to slot 33 but you don't see it because the dress is covering (overwriting) it up. That's why when you tell her to equip the dress, her default outfit never appears in her inventory - she's STILL wearing it. The only way you'll see her outfit in her inventory is to give her an outfit that ALSO occupies slot 33.
What clothing would that be?
I don't know if it's related to this case, but if it's causing the same effect somehow, it won't matter whether or not she has her original outfit.
Just some examples:
Underarmor and clothing outfits (harnesses, vaultsuits, dresses, farmhand outfit, scavenger outfit, bomber jacket outfit, baseball uniform, BoS uniform, etc etc etc)
FULL armor outfits (cage armor, spike armor, etc)
