well i also have a problem with sending my companions to settlements, instead of me being able to pick where to send them, they just go home to where you recruited them for example piper going back to diamond city
There have been similar bugs with some of the other special merchants, who don't always get switched from being random encounters (which then disappear until next time) to being permanent settlers, with the result that they agree and turn up at the settlement, only to disappear later on because the encounter has concluded. Make sure she's not just going there as part of a quest in the main story.
The problems I have seen with various companions (like Curie and X6-88) all seem related to something else taking priority over their behaviour as settlers, just like with Rylee.
I too have had problems with Rylee. Must be because I spoke to her inside the factory before I spoke to her outside. And I did the quest by crawling through the place and killing the guy before I asked her to be a trader. Iirc, there was no dialogue option that made any sense when I spoke to her outside.
One thing I didn't know - well, I don't understand actually - is the mechanism for recruiting high level traders. Can I recruit traders such as The Scribe even if I only have low CHA? I think I need to have the required perk to unlock high level trader emporiums. But could I recruit The Scribe if I didn't have the perk, send him to a settlement with capacity, and then assign him to a high level emporium once I unlock the required perk in the CHA tree?

It's less important now. I wanted an armor trader who might sell Legendary items. I wanted an Acrobat's left leg to complement the right leg I'd stumbled across. I stumbled across a left leg off another enemy shortly afterwards. That was a lucky fluke. The odds of finding a matching item so quickly must be pretty low.
I know about the Freefall Legs. Tried reaching them with a jet pack on PA. I gave up after finding the jet pack was impossible to use effectively. Whoosh...jump...drop to the ground. Repeat.
The Synth Requisition Officer sells Legendary armour. The items for sale don't seem to change though.
