She sells bulk oil, and is about the only vendor, my settler shops included, who does. Without having to walk 100 miles to get it.
He runs all the traders out of Bunker Hill iirc. To me that means he is their boss and/or is at least partially responsible for them. I know the armor guy works for him since he does give you that dialogue. The doc and Cricket (oh you sexy mama) I'm not sure about, but it seems reasonable that he either helped set them up, or is still involved in their business.
I've never seen Carla there, but I've seen posts where she does show up at BH sometimes. I only ever encounter her at the Diner and Sanctuary, or walking along various points on the route through Concord between those two locations.
Stockton tends to show up dead in his underwear. Who or what he is doesn't last very long, even without player intervention. Can't save all the cash registers or free all the terminals :<
