you just have to make sure the weapon receiver is modded to fire single shots, instead of automatic fire.
With pipe guns, pipe revolvers, lasers, Institute lasers, and plasma guns, the difference between being a pistol and a rifle is about the grip you've got fitted. If you've got a rifle stock fitted, it's counted as a rifle (unless it's also automatic). If you've got a pistol grip, it's a pistol.
Where does one find a Gauss rifle I've yet to find it, and I don't wantto console it in.
Only other chance i know are Legendary Enemys, after around lvl 60, got all gauss drops from Raiders that attack settlements till now in vanilla with all dlc.
Its Monstrus what u can kill with a fullcharged Gauss using Riflemen, Ninja, Sniper, Bloody Mess and Deacon Max faction. Queens, Alpha DC and Behemoths are onehit victims in survival.
The base damage bonus does work for all semi-automatic long-gun/rifle weapons.
However, the Armor penetration effect only works for Ballistic damage, so Rifleman does not grant half its bonus to laser weaponry, and only a partial bonus to Plasma.
The effect is fairly miniscule, even at the top rank. Though if you are very ammo conservative, there may be situations where the lack of that additional damage results in a "Nearly Dead" target instead of a straight up dead target. Effectively increasing your shots-to-kill by (Up to) double.
This has been tested, the Armor Penetration does not work for Energy damage, because the game specifically hooks it for Ballistic and not Energy damage.
You still get the 20-100% damage bonus base, but not the 15-30% Armor Penetration on Energy weapons. Or, more specifically you DO, but since it's Armor and not Energy penetration, it does nothing for Energy damage.
