Does it apply to Plasma/laser rifles?

it applies to all sniper/hunting/assault/combat/laser/plasma rifles, and shotguns.

you just have to make sure the weapon receiver is modded to fire single shots, instead of automatic fire.

Also laser muskets, gauss rifles, railway rifles, and the submachine gun. If you have the Far Harbour DLC, there are also lever action rifles and radium rifles, and if you have the Nuka World DLC, there's a handmade rifle. Apart from the submachine gun and laser musket, pretty much anything the game calls a shotgun or rifle counts.

With pipe guns, pipe revolvers, lasers, Institute lasers, and plasma guns, the difference between being a pistol and a rifle is about the grip you've got fitted. If you've got a rifle stock fitted, it's counted as a rifle (unless it's also automatic). If you've got a pistol grip, it's a pistol.

Also works for non-automatic MODDED guns too. So if you mod in snipers, semi-auto guns/shotguns it works too. Tested it on mine. Found a nice Carbine and used it. I can one shot Super Mutants in the head with it due to the perk + Ninja perk. It's quite nice really for sniping. A must have for long range characters (plus the ninja perk boosts too)

Missing the best of all Rifles in the List: Gauss, the king of all sniper rifles because it can have a silencer too....

U can buy a Legendary (Last Minute) from Rony Shaw (Castle, after u made here Minutemen queststep (Old Guns.. ) she will be a Weapon Dealer) , and it has a good Legendary Perk as well, ECM2MM Ammo u can build with the workshop ammo fabric when u dont loot enove with Luck Scavenger Skill.
Only other chance i know are Legendary Enemys, after around lvl 60, got all gauss drops from Raiders that attack settlements till now in vanilla with all dlc.

Its Monstrus what u can kill with a fullcharged Gauss using Riflemen, Ninja, Sniper, Bloody Mess and Deacon Max faction. Queens, Alpha DC and Behemoths are onehit victims in survival.

Not entirely.

The base damage bonus does work for all semi-automatic long-gun/rifle weapons.

However, the Armor penetration effect only works for Ballistic damage, so Rifleman does not grant half its bonus to laser weaponry, and only a partial bonus to Plasma.

The effect is fairly miniscule, even at the top rank. Though if you are very ammo conservative, there may be situations where the lack of that additional damage results in a "Nearly Dead" target instead of a straight up dead target. Effectively increasing your shots-to-kill by (Up to) double.

You should read all perk descriptions. in all is stated NON-AUTOMATIC RIFLES. A Laser RIFLE is a RIFLE, a Plasma RIFLE is a RIFLE too. the bonuses counts for all Semi Auto rifles, including energy weapons

this is correct the balistic penetration only effect weapons that use bullet projectiles against armor, not energy weapons
