Why did random synths appear whilst exploring the Boston Mayoral Shelter?

they were there when i went too. I think its just a random encounter.

Between the time you do The Molecular Level and Mass Fusion the synths you encoulter in the CW will be frindly unless you shoot them first.

I'm not sure there is a specific reason for them to be ay the shelter but you'll find them scattered throughout the CW in increasing frequency after you've done Reunions.

the wikia page says they always appear the first time exploring and that there is never an explantion for this.
also worth noting is that the turrets in there shoot blue laser beams just like the synths.
so maybe this place has secretly been taken over by the institute?

The supposed theory is that the Institute, being descendants from one of the largest scientific instititutions in Boston alone, has tons of records on housing estates, private foundations... and secret high end shelters and bunkers..

The Institute would of clearly searched many of these places, and the Mayoral Shelter - A place for only ONE family, would definitely entice the idea of there being much secret end tech, due to Fallout USA's rather secretive operations that went on even in neighborhoods, it would be likely before you went there, that very high end tech was used there just before the bombs fell.

Chances are the Mayor had the Boston university design his fallout shelter, He likely had a ton of gold and other family riches hidden there and the institute knew about it so when they finally had the robot-power to do it they sent synths to collect what they could from the place, Or Maybe they were trying to prep the place as a little safehouse.

I personally think that maybe Kellogg was trying to prep the place as a little retirement home and he was getting the institute to do it.

The Institute's synths are generally scavenging for either materials or technology. What I find more weird is that a key for the shelter can be found way over in West Everett Estates.

maybe that house was the Mayor's house before the war.
I mean, he must have lived somewhere before he moved his family into the shelter.

I went there at low lvl on very hard. Not a smart move but it worked out. Synths aggroed the deathclaw, I grabbed the fatman and nuked them.

Isn't that the Mayor's house? Wasn't West Everett Estates an upscale neighborhood with model homes?

I'd need to go back and check but I think there is a clue in the bunker that sends you to the nearby hospital and then a holotape at the hospital that explains this.

I remember something along these lines when tracking down all the various radio signals and then following up any clues.

Right, I probably should have said this before I posted this. I've completed the main story line with the Institute ending and i'm used to synths being freindly to me. Also I don't recall any turrets inside the shelter.

you probably didn't notice them because they are the domed laser turrets that retract into the ceiling when they are not attacking you.
