If you have previously removed files from ongoing game, then it can actually be the reason for the probelm you are having.
If you haven't previously removed mods from ongoing game, then validate your files.
- Go to Steam Library and right click the game.
- Properties > Local Files > Verify Integrity of Game Cache.
Yeah I've done all of that. Some mods needed to be uninstalled by holo tape that I used to be on the safe side.
Mods can be very tricky, indeed.
I verified the installation through Steam and still nothing.
It's beginning to look like a fresh install is needed.

Holotapes are not reliable way to uninstall mods. Game bakes script data to save files and does not refresh world changes that are not subject to vanilla respan system.
Nothing will remove script data from Save files. Papyrus will keep checking after it and causing errors.
And there is really no way to undo world edits - if they were not direct replacements - from the game, unless adding another world edit that replaces exactly the same.
What you say is true.
I deleted the game, every trace of it except for a couple of saves. Reinstalled and the game still suffers from the same effects it had before.
I'm sad because I can't finish the DLC.
I had also hoped that a reinstall would cure The game crashing every time I ventured near Jamaica plain or the surrounding areas.
It's no biggie as I'm just achievement hunting but I hate to miss out on the last achievement for the mechanist.
