What exactly are you even referring to here?
WHAT doesn't work? The OP's idea that it somehow accesses the original launcher's optimization area has always been false - if you need to access the raw game's options, then launch the game using steam's PLAY button.
If you need to then launch a modified game, THEN use f4se to launch.
If you mean "f4se doesn't work" then make sure that first your game is fully up to date - if you're on a non-english version bad news: only the english version is updated, so you will need to change it to english and redownload/reinstall it. If you're in an english version already, make sure that you have followed the super-clear instructions found in the readme file of F4se itself.
If you haven't downloaded the CORRECT, current f4se it's always the first download available on Silverlock.org.
