You should end up with no more than 3 weapons: a good sniper rifle, a good shotgun, and a good assault rifle (none of the weapons should be fully automatic). Just my opinion, but, as I've said before, I'm rarely wrong.
Extended barrel is a must for the extra range, but Gunslinger also boosts the range. Ace Operator boosts damage by 25%.
Anything else? No, it's not very good.
On survival mode at least it's a murdering machine. Just point in direction and rapidly tap the trigger and it's low recoil allows for epic close/medium range spam/death. If you're a VATs build you will run out of VATs attack before you run out of AP so you can just repeatedly spam spam spam VATs in it as well, in conjunction with a high Crit build, ya. It's a death bringer. Deliver is definitely an upgrade from the normal 10mm pistol.
In most respects it counts on difficult setting in the end. I Play survival so. Any gun can be a good gun, unless it's a pipe pistol. LOL
The fact that it's not a sniper rifle doesn't mean it's not a good gun. It's a silly comparison; if you want a rifle and not a pistol, of course you're not going to like a pistol.
