Fallout 4 cats and mutation
Why do cats look pretty much untouched by mutation? They don't have multiple heads, loss of fur, less mass, anything. They just look like plain ol' cats.

Because cats were for the most part killed off during The Great War, and vault dwellers were the only ones that kept them as pets inside of the vault.
Cats are a "recent" addition to the wasteland and weren't out there for 100's of years, but then that begs the question as to why an animal like Dogmeat wouldn't be changed either.

Ones that weren't exposed to large amounts of radiation didn't have a forced evolution.
I wouldn't think about It too hard.

The Commonwealth wasn't that irradiated from the get-go either, as lots of buildings and places are free from your basic radiation, and most of it is in The Glowing Sea.
Outside of The Glowing Sea, you'll see cats non-mutated due ot most of it being diverted.
Older Fallouts also have more radiation than the fallouts that take place further in the timeline.

Could be different reactions or merely thier radioactive counterparts normally developed fatal mutations keeping the species the same.

Haven't you answered your own question? Dogmeat comes from a vault too. Might explain why he's so friendly to "Blue."

The Institute created them and use them as eyes and ears in commonwealth. The same goes for birds, crows and radgulls in particular where mass build. You can find that info in the Institute, and you can watch the monitors from their eyes in commowealth.

Edit: in the old sealed off part of the institute, you can find boxes filled with cat corpses, hinting they use them for a long time now.
