Get your rifleman perk up to max to deliver the most damage in a single shot.
I just got to level 50 on my survival mode commando build. I went with commando, 2 demo expert, armorsmith, gun nut, lone wanderer, lifegiver, science, 2 chemist, medic, scrounger, action boy, 3 bloody mess. At level 40 I went to nuka world and bought the Splattercannon and it just destroys everything in a matter of seconds. With scrounger I get so much ammo I can't even use it fast enough to ever run out.
Late in the game the gauss rifle is where it's at for sniping.
Commando works ridiculously well with the Splattercannon (furious handmade rifle). Combine with all damage perks + Ace Operator and put a suppressor on it. One of the best weapons in the game. Still shreds things that are well over level 100 almost immediately, and that's on Very Hard.
Oh, you beat me to it. But yeah, the Splattercannon is a beast. Might want to get a mod that puts 7.62 ammo in the loot pool, don't know why Bethesda didn't think to update that.

high perception (i think 7) to get sniper, good perk. however take per 6 since you get the bobblehead in concord anyway
Really, any gauss rifle is total overpower, I will burn up this ammo and go back to pistol.
At least Perception 8 for the Sniper perks. Better breath control for the most part. Pick up all the Rifleman perks at Perception 2 for more damage.
Agility 7 for Ninja, (bonus sneak ranged damage) and Agility 8 for Quick Hands, (faster reload, noticeable for slow reload weapons). Agility 3 for Sneaking, Agility 4 for Mister Sandman, (bonus sneak damage with silenced weapons, STACKS with Ninja).
At least have Charisma 3 for Lone Wanderer, (everything about it is great). While you're there, put 2 points into Cap Collector for better prices at vendors. Especially useful for buying rare ammo like Rail Spikes or 2mms, (most weapon vendors stock a good amount).
At least have Luck 3 for Bloody Mess, (up to +15% bonus damage with any weapon). While you're there, put a point into Scrounger to get more ammo.
These would be my recommended Sniper-based perks, not including perks more essential in Survival mode. Past level 50 or so you'll have most of the perks you need and can basically start feeling like a supersoldier at that point.
Meet Deacon from the Railroad and max out his affinity. His special companion perk will give you even more bonus sneak damage.
Knock down would be better if it applied to non scoped, close range rifles. As it is it only applies to your long range weapons, and why would you need someone far away to be knocked down? All it does is mess upp your aim on the followup shot.
The knock-down effect helps to keep the enemy at a distance and stops them from firing back. You can even scope a shotgun and use it up close; you don't need to be specifically aiming, you just need to have it on the weapon. If the OP isn't using VATS, they also won't be worried about the AP-cost being affected, so a scoped shotgun is more practical than usual.
Sure, a scoped shotgun could be useful, but again that's a lot of perk points for that one very situational effect. At level 50 thats 16% of all of your total perk points. Just for that one effect? I mean even if you want demolition expert it is still 10% of your total perk points at level 50 spent just to give knockback to scoped shotguns. Not worth it.
