Thanks for the tip! Even though I didn't have the quest any longer, I did still have the combination to the safe containing the launch key. The Nucleus is no more!
- Go to the old CoA leader's santuary to recover tapes using the quest from Dima. Then Dima will use them to make a holotape so you can lure Tektus to an old tunnel in the Nucleus.
- Lure him to the tunnels. If you don't have enough affinity with him, he will bring 2 guards.
- Kill him in the tunnels.
- Go back to Dima and Dima is talking to the synth version of Tektus who "had a revelation" that they should make peace with Far Harbor.
