Luxor texture pack 1-4 will cover almost all of the textures if you dont want to waste time looking.
Otherwise I can give you my list which is... extensive and requires converting files and overwriting which I wouldnt mind explaining every step.
Alrighty... ill post my list
If there is something you can't figure out, let me know here or add me and I'll explain a bit better. (Like how to use the BAE to convert files)
For starters, make sure you remove bethesda's Ultra High Definition textures as they are not optimized and are terrible and take up around 57 GB. It'll be around like 15 files in your data folder all having UHD in the name.
Alright so here we go, first thing is first. All of these mods must be downloaded in this order so that it you'll override it. There are a lot of great modders for textures but there is always someone who does textures so much better than someone else and you'll need to override the files.
First thing you'll need to do is to grab this.
https://www.nexusmods.com/fallout4/mods/78/?
This is so you can override files. This basically will take the packets that you simply 'click' to active and turn them into loose files that you manually just put into your data folder.
All of these should be 'manual' downloaded unless stated otherwise.

3a.(skippable) This one I used Nexus Mod Manager to install cause it was for whatever reason being a pain in the ass and not wanting to work (pipboy) https://www.nexusmods.com/fallout4/mods/23422?tab=description
3b.(skippable) https://www.nexusmods.com/fallout4/mods/2595/?
These two (3a and b) turn your pipboy into this https://steamcommunity.com/sharedfiles/filedetails/?id=2104183419
Skip these if you don't like it.

The biggest thing is the ENB....
I personally use Visceral....
https://www.nexusmods.com/fallout4/mods/32603
But ENBs are something that if you dont like it, it can be rather painful to get another one.
So if you're going to do an ENB and dont know how, I guess pick one and add me and I'll walk you through it.
You may want to check out screenshots before committing to a texture replacement. As was stated in post #1 everyone has different tastes.
So the ENB that I used personally.
Of course you do this first http://enbdev.com/download_mod_fallout4.htm
Then grab https://www.nexusmods.com/fallout4/mods/25682
Dont worry what it says requirements are.
Then https://www.nexusmods.com/fallout4/mods/13596
Then I used Vivid Weathers mod so I grabbed the Vivid Weathers one
https://www.nexusmods.com/fallout4/mods/15466
Then everything just worked.
All of these I installed with NMM when I could
Thats in your normal options I believe.
HUD transparcency or something.
You can set it so it only pops up when taking damage, low on something in survival, when you aim, etc etc
So, looking on goggle I have no idea how to make it stay. I always thought it was normal but I guess there isn't a way unless your health is not 100%.
Apparently its just a default thing.
I checked online and found that the glitch may be fixed if you put tm in the console (warning will get rid of console) and then put tm console again and everything will reappear
