Report a translation problem
Try going to the game's Options menu, then Advanced. Turn off Godrays and lower Shadow Distance to medium.
My game does not make darker areas lighter. So no, I still don't know what you're talking about.
It's a pretty obscure thing for most people to complain about too so you probably won't find many or any mods to change it.
If you use an ENB, you should also untick the eye adaption option there, otherwise it will override this mod.
It's in Source games too and even worse, when I make maps for them I intentionally keep it off because of how many bad problems it causes with lighting and cubemaps.
