clothing stat bonuses

When I wear items with bonuses they don't affect the Vault-Tec stats. Is this normal?

define what you mean with "Vault Tec Stats" in the first place and someone can answer you question.

When I look at the STAT/Special screen any attribute bonuses are displayed.
When I look at the S.P.E.C.I.A.L. on the Perk screen they are not displayed.

Clothing does affect the S.P.E.C.I.A.L so Glasses will give you 1 more perception point so it will be easier to hit in the VATS but it will not count as a perk point. Lets say that you have 5 perception. So you will have 5 (+1) perception. This (+1) thing is a boost to your stat but not to perk. I hope thi helped you.
