Resource files in paHUD are packed in to BA2 file, which is an archive file. Loose files will win all conflicts against resources. It is rare that they would edit Power Armor HUD, but not entirely unknown off.
The point was that the texture mod doesn't actually need to be related to HUD itself. Projects like Fallout 4 Texture Optimization aim to edit ALL textures in the game and it has done so for PA HUD as well.
Note that this is just one possibility and not the confirmed reason to your problem.
I mentioned it, because loose file textures can be disabled and enabled without issues in the game, so ruling such possibility out is the likely first step, when troubleshooting this thing.
Hell I've even tried uninstalling and reinstalling BOTH of the mods and still no such luck
