Report a translation problem
There are 6/7 traders you can recruit that will turn a level 3 shop into a level 4. Each has a store specialty: Trader Rylee and the Vault Tek Rep are both General Store. Those 2 and the clothing trader at the radio station (northwest of a marina in the south) are the only static traders. The other 4 are special encounters, and require some finesse and preparation to recruit.
Besides SL and Doc Anderson, there's the BOS Armorer and the clothing specialist from the radio station for Strongs quest. DeLucca might work for you if you let her brother OD/agg-kill him.
I managed to get deluca, must be the fallout unofficial patch. Weird how she has no lines, migh even send her to vault 88 to see what she actually says.
You can get her even without any mod patches, it just requires that her brother die in the Dependency quest so that she no longer has a reason to stay in the vault.
These are shared across all settlements, so building the same one in more than one place just gives you another place to access the same vendor inventory.
