Indeed have seen complete vaults above ground as blueprint
- Vault-Tec Workshop: you get a set of decorations just by having this DLC, but if you finish the questline in Vault 88, you can build almost any of the Vault structures on the outside. I think the only one you can't build is the Vault 88 Overseer Desk. That's exclusive to Vault 88.
If you're serious about building, I think you'll want this set. If not for the walls, corridors and floors, but it also gives you the best power reactor, which supplies 500 energy instead of 100. This set is also much more organized, and it has a lot more corridor and wall pieces than normal. You can even have hallways with ramps!
This questline isn't that long. You only need to clear the Vault of enemies, fetch an item and then just build and test some items.
- Nuka-World: I don't recall exactly where you get the decorations, but I think it's when you start Home Sweet Home (penultimate quest in the DLC). They're mostly statues, objects, banners and flags. The statues are pretty good.
