I Accidentally Found a Fix To The City Framerate Drops
So, as the title implies, I had a crazy amount of framerate drops (as low as 15) in the city. Everywhere else was a buttery smooth 60fps. I went to start the Far Harbor DLC and discovered I couldn't reach the little cabin, I decided to download this "No Borders" mod: https://bethesda.net/en/mods/fallout4/mod-detail/925427
Later on I went back to the city and noticed my framerate was somehow holding steady at 60. In disbelief, I ran through the entirety of the Boston area at an unwavering 60fps. I disabled the "No Borders" mod and the framerate went back to trash. Enabled it again and the framerate drops vanished. So yeah, I hope this isn't just a one time thing and it can help all of you too.

Your accidental fix aside, you know there's only one way you are supposed to go to the cabin,
by walking directly on the small coastline, right?

There is a bug that can prevent you from reaching the dlc area.

My wife ran into this on her laptop. She had to turn collisions off to reach it.

Yup, I couldnt walk through there. Hence the need for the no borders mod.

So a mod from bethesda.net Accidently fixed two bug's which shuld not be there in the first place, never heard of that before, seems common now.
Same with the massive FPS drops in Towns, they also werent there in the early versions until nvidia "improved" the game with their (in)famous Gameworks, introducing performancve loss and Rainbow Textures oun AMD Cards, along the Way.
...go figure.
Would't be surprised if this becomes a paid Mod in CC :-)
My Game will stay "outdated", works fine with Old Version of Game and F4SE.

I fixed my issue by ripping out the R9 390 and installing a GTX 1070 Gaming X and staring at the 85-105 FPS in the upper right corner in case it disappears :steamhappy:

Don't let your fps get too high, game speed is tied to that and it can have some very annoying effects

Well holy ♥♥♥♥♥♥♥♥, man. I have to admit, I was totally skeptical at first. But after going through a bit of a headache with resetting my password and navigating Bethesda's whole mod experience (I actually don't think I've ever even used it for Fallout 4, haha), I queued up the mod, installed it, and then loaded up and traveled over to Bunker Hill, a spot that I, and I know many others, have notoriously struggled with frame rate drops.

Even with my ENB effects still active, what were serious, jarring drops down all the way into the 40's (I can list specs, fixes, and mods, if it interests anyone) depending on where I looked, are now gone and I am at a rock-solid 60 fps, and I don't see any noticeable visual difference what-so-ever. It purely baffles the hell out of me as to why a mod that just disables the border limitations would also have such a significant effect on fps, but hey, that's not what matters.

Can't thank ya enough. I'd buy ya a beer. Or Nuka-Cola. Kudos, bro.

Edit: Wow. Even with my shadow and lighting settings bumped up from what I would usually use with certain popular fixes, and with Bethesda's Ultra High Res Texture pack re-enabled, I'm still hitting the 60 fps in Bunker Hill and while running around the Boston city area. What kind of black magic is this?

Perhaps you should consider contacting the mod author about it; it might be a good thing for them to note, or maybe they have some insight into exactly what they changed that might be responsible for the extra effect.

this works! i can run the game with high fps even after i increased my shadow distance from a measly 3000... it's over 9000!

This sounds kind of suspect. The whole reason there is such an issue with performance in certain areas is that shadow calculations are heavily CPU-bound in this game, and the engine is apparently unable to not render shadows in the direction you're facing that are obstructed from view by obstacles. I assume the same holds true for other effects that are obstructed from view, as well, but shadows are apparently the backbreaker. If this mod is fixing that performance issue, I can't help but wonder if it's doing something it shouldn't that could have consequences or might even be lowering visual fidelity in ways people aren't noticing. It wouldn't be the first time I'd seen such a thing from a mod in one of Bethesda's games, actually.

It would be nice if that's not the case, but I'm very skeptical.
