Ghouls with names?

I was wandering the area around Diamond City and found a section of ghouls with names, like Mr Parker, and Mrs Smith, what's up with them? They people your character knew back in the day?

I found a ghoul north of the Sanctuary freeway. on an inaccessible bridge there was a ghoul named Robin. I'll check him out further.
