It's basically a recreation of the wattz rifle from Fallout 1/2. It has pistol grip variants as well. It looks and feels far better than the standard laser rifle in Fallout 4 (ie, not a clunky giant box). It has a very futuristic look and is fully animated. It's fully tied into the game so it will appear on loot lists. You can find legendary versions of it. I stumbled across two special versions (one a plasma variant!) hidden in the world and I assume there are other secrets as well added by the mod. It's probably the most 'complete' new weapon mod that exists for Fallout 4, in that if you didn't know it came from a mod, you'd just assume it was part of the game. It fits in that seamlessly. It's balanced between laser and plasma weapons, so it won't break the game balance either.
We can suggest the 'best' mod options like that, but really you'll just want to browse the nexus for whatever stands out as matching the cyberpunk aesthetic in your head.

I'll see if these are availiable via the ingame modhub, if not, I know the Nexus is fine. Do I need a mod manager though? Or any other companion program?
You really should use the nexus and the nexus mod manager (NMM) for handling mods. It gives you access to far more content and far higher quality content. The nexus is the place to go for mods. Bethesda is way late to the game in trying to help players manage mods. The player run solution is just far better.
Another suggestion I have is Fusion City Rising and some of it's related mods. It creates a large advanced underground city with a fairly big questlines and several sidequests attached. It's fairly good quality and even has decent voice acting. If you take it and it's related mods together, it seems to be about the size of Far Harbor or Nukaworld as far as 'playtime', but I'm not entirely sure. I'm not done with it yet. I only finished the main quest for the original mod and haven't played the 'sequel' questline or many of the sidequests yet (soon!). I can't recommend it for everyone though as it's not very lore friendly. It tries to fit in with Fallout lore, but it plays too hard on real world pop-culture jokes and seems 'too advanced' to be a wasteland city honestly. Don't get me wrong, it's great work, but it feels a little out of place... that being said, it's very cyberpunk. There is even a cyberpunk-style glowy combat armor variant it adds. The Club Fusion in Fusion City is a sort of giant techo-rave entertainment area. Somehow the whole thing reminds me of the original Total Recall... maybe because Fusion City is under the glow and feels like Mars.

To be honest, I'm "new" to the genre in regards to knowing what it is, but I've played games like Syndicate, Deus Ex series, Snatcher etc since I was a kid, and that counts for movies/tv too (Blade Runner, Roboop, Ad Police, Dominion Tank Police).
Only in these past few months have I really clicked that Cyberpunk is more major than I knew. Was surprised how much I already knew about it without realising!
During my modding i was doing the advertisements and billboards in the game and sort of came up with "Valkyrie Inc" just for something to put on some of them that would make sense for an advertisment. No backstory or anything. Well anyway, i may change some generic female NPC's in the game to have "Valkyrie Inc" as a name instead of just "settler" or what ever.
Will take a small bit of thought, but since so much is already modded with my own mod it wont be a big deal to go through and give this new faction some NPC's in game.
One of the other advertisements themes is "Treasure Hunters Corp", again just to make some of the modded advertisments make sense. More of a "guy" faction. May have some generic NPC's in game represent them to.
Fallout is already in the realm of cyberpunk. You just have to look at the technology that litters the wasteland to see it. Fallout has always had strong theme of technology interfacing with humanity, but Fallout 4 really pushes that aspect with the synths. I'm pretty sure even Fallout 1 had cybernetics and brain machine interfaces scattered around. Fallout overall is a sort of retro-cyberpunk-wasteland fusion. You get the idea that if the war didn't happen, you'd be a fully cyberpunk world. Really though, cyberpunk is just an umbrella name for a lot of those technology themes that have been around literature for about a century now. There is a bit of cyberpunk in a great many things.

Yep. Fallout started out very cyberpunk. Even Fallout 4 is an unrivaled game, although it has since moved away from its roots a bit to much for my liking. Made my share of complaint replies about that to.
