then maybe follow the video? you can browse the mod request fisrt and if you send it to Bethesda they have the means to get a modding team on this. It's a long shot, sure, but imagine an absolute buttload of proper quests added to the game and some fixes for the settlements to make them less annoying, more functional and generally more immersive.

as for weapons, they use laser muskets and you can get The Last Minute. As for armour, there's a section about being able to give them power armour
