Really the idea is to have them all linked up anyway so that you get access to all your resources at all your settlements.
Essentially I have made 1 big circle so they are all trading with one another. I used to have them all going to a central hub, but that looked messy (slight ocd).
To be fait you should run into your caravan at somepoint, are you following the roads?
There is bug. I have quit my 280 LVL PC because there is ghost supply lne via Red Rocket and Castle. That bug is OLDER GAMES (Started at release DAY). Some peoples get that over with console commands but soem did not (Like me).
One cycle? With one caravan or with multiples? I mean, is it posible to have one trader stop at more than one point? It looks like, i'm having actually the same issue with the caravan between red-rocket and Starlight. No one to find. And if it's just the same guy, who cycles all three locations, this would increase my area to of search immensly,m but gives me at least a hint ...
And are city inventorys really linked along ALL trade routes? I had thought, that connecting Red-Rocket and Starlight would only connect Red Rocket and Starrlight. If i afterward connect Starlight to Greygarden, are Greygarden and Red-Rocked then connected to despite not having a direct trade-line?
If you need it perfect then you'll have to go back to a previous save file.
I haven't had this problem myself yet.
Multiple caravans. A provisioner can only manage one 'link'.
Indirect links still function to share inventory but you won't see it directly, it's only for resources. Say you have A linked to B and B linked to C, and you're building something in A that requires 5 asbestos and you have none in A or B, but there are 10 widgets in the workshop inventory over at settlement C, and a widget can be scrapped for 1 asbestos. When you are in build mode at A, it'll say you have 10 asbestos, and will automatically break up the widgets in settlement C if you use them.... BUT, when at A or B, there is no way to actually SEE the widgets themselves in inventory at C.
Simplified, you know what you can do, but you don't know what you have.
Oh, and changing trade routes is as easy as catching *that provisioner* in a settlement and either giving him/her another job, or sending them on a different trade run. Warning: If you go find them outside the settlement instead of waiting for them to show up, when you follow them along they're "exposed" to all the bad guys and may actively pick a fight.

But to do so, i must find the provisioner first. And actually i can't. The distance between Red-Rocket and Abernathy's is - maybe - a few hundred meters. From the hill beside Red-Rocket you can observe the complete Route, but there is no provisioner despite that the pip-boy stated, there is one.
That's my problem, not to reassign them to a new route ;)
However, i think, i can live with it. It's a bitz annoying, but still not game-breaking (at least i hope so ...)
There is also the possibility they might have gotten stuck somewhere. In that case remainign in those cells is going keep them stuck. Leave the cells and come back at a later time. This will force the AI to place those provisoners soemwhere else when the celsl are loaded again.
This way only one population is removed from your settlement's workforce. Otherwise, were you to assigned 5 settlers from Sanctuary to be provisions to 5 different settlements then your available workforce in Sanctuary to toil in the fields 16 hours a day for a single tato and bottle of water would be maxpop-5.
Your traderoute map should look like a star with lines radiating out of Sanctuary and no lines between other settlements. If that helps.
To find your provisioner set a chair in your settlement near the border and sit for an hour at a time. They'll show up eventually.
