The conditions for the DLCs are:
- Nuka World: Find the Nuka-World Transit Center
- Far Harbor: Find the Nakano Residence
You don't even need to travel into the DLC for those quests to start appearing. Just finding those two locations is enough. I once went to the Nakano Residence to get the quest, but didn't go to Far Harbor until 4 hours later. In the meantime, I talked to Carrington (the doctor at Railroad HQ) and he told me to clear Ghouls at Eden Meadows Cinema, which is a location in Far Harbor.
