Clearing the way for Red Rocket

I was wondering if anyone else has experienced a problem with this quest?

When I click on it in my pipboy it shows a marker outside of the Commonwealth, so I can't get to it. When I go to Red Rocket none of the settlers will talk to me about the quest. I have tried restarting from an earlier save point, but it keeps occurring. In addition, the settlement is hemorrhaging happiness.

Any idea how I might resolve this?

not sure but if it points out of the commonwealth maybe it's in one of the dlc area?

Isn't there a location in the description in your pipboy also You say the marker is outside the borders which side it might indicate it's a location in Far Harbor or Nuka world (if you have that dlc). Btw there's a mod that keeps the location inside the Commonwealth

If it's a radiant quest, with the dlc installed, the target could be a dlc location. There are mods that try to prevent this, but I don't think they work 100%.

Hey thanks for replying. In the pipboy, it is telling me to talk to the settlers at Red Rocket Truck Stop.

That location is the Red Rocket Truck Stop near Nuka World.

There's a Red Rocket in Nuka World. What happens in those radiant quests is that, if you've unlocked the DLC conditions, you can be sent to a location inside that DLC map, even if you never actually went there.
The conditions for the DLCs are:
- Nuka World: Find the Nuka-World Transit Center
- Far Harbor: Find the Nakano Residence

You don't even need to travel into the DLC for those quests to start appearing. Just finding those two locations is enough. I once went to the Nakano Residence to get the quest, but didn't go to Far Harbor until 4 hours later. In the meantime, I talked to Carrington (the doctor at Railroad HQ) and he told me to clear Ghouls at Eden Meadows Cinema, which is a location in Far Harbor.

That location should not come up if you didn't make a settlement there.
