Fallout 4 not using full gpu / cpu / ram
Hey guys, I'd like to consider my pc pretty high end, currently running a 5700xt. r5 3600, and 16gb 3200 RAM. I don't usually have performance problems, but fallout 4 seems to be throwing me an oddball. I'm currently running with a couple graphics mods including an ENB and reshade, and my performance hovers between 40-60fps in 1440p.

Now I'd normally think this is just bethesda being bethesda, however when looking at my pc statistics during gameplay, something weird is happening. My gpu usually sits between 50-70% usage, my cpu is between 10-30% usage, and my ram usage is NEVER over 8gb. The game is also only using around 3gb of VRAM. Something is very wrong here. In most other games I play (Doom eternal, Call of duty MW, etc.) My gpu will always try to go to 100% unless I cap my framerate, and they typically use more than 8gb of ram.

I've done a few config file changes and made sure there was no form of vsync, freesync, or gsync happening. Nothing is limiting my fps but my pc never tries to push itself to get better performance. My temps are pretty cool too compared to other games. Any ideas on what's happening?

This isn't a criticism but just some educational info -

There is a limiting component but you don't know how to discover what it is. In other words your perception is false.

FO4 was developed for the average 2015 consoles and pc. It doesn't use many resources. And it's mostly single-threaded. Comparing it to multi-threaded modern games is pointless.

FO4 only uses 1 or 2 cpu threads to the max, plus the others to a lesser extent. So if your cpu has 12 threads it will never use most of them. That's why cpu usage is low.

The game doesn't use much ram, so that it isn't a fault.

As the fps is low, gpu usage won't be high.

FO4 performance can be heavily impacted by mods. It also runs poorly in built-up areas like Boston. Performance is heavily impacted by game settings e.g. god-rays, shadows, draw distance. The cpu performs a lot of these effects.

As the game is single-threaded, performance will vary with single-thread speed of the cpu. The 3600 is a good cpu for FO4, but not great. It's just the way things are.

How come my RAM sits exactly at 8gb, refuses to go higher than that even with multiple chrome tabs open and stressing the game to the max? It seems to me like my issue is RAM related, as whenever other processes (chrome) use more ram, fallout 4 will just use less ram and suffer greater instead of attempting to use the other 8gb of ram. I've been testing this for the last 5 hours and haven't found anyone else complaining about their RAM usage being capped or limited. Thanks for the help btw

Because fo4 only uses about 8gb ram max. While the game is active, anything else will be cached and you have to use something like resmon to see that.

edit - this is what I would try to get better performance. May help, might not.

1) overclock the cpu. If the cpu is running at 3600 mhz, try to get it up to 4200.
2) use whatever amd's version of nvidia's DSR is - VSR I think. Double the resolution, turn off any sharpening/anti-aliasing effects.
3) if you want godrays or dof, look for replacement mods
4) do not use the hi-res texture pack, look for mod replacements
5) overclock memory if possible

it doesnt matter if you have the beefiest system that has ever beefed, the game engine is just too old..it doesnt/wouldnt know what to do with all the power...not to mention...BUGTHESDA

Wish someone could make a mod to REMOVE this limiting factor, but sadly I dont think that's possible (Might be with FO4 Edit and or C++)

and

the game engine cannot be 'fixed' by a mod to the game.
