Help Stuck with PAM

So Pam keeps saying:

{Caution} Calculating. Institute presence increases odds of detection of all northern routes by 52%.


She is stuck in this loop. She won't let me initiate conversation with her at all. Please please please help!

I think you have to progress to a certain point with the RR, before PAM will talk to you again.
Do some missions given by other RR members.

It won't even let me hand in my current mission she's given me.

they're just sayin leave pam and come back later. didn't work? Exit the game, not to desktop, and press continue to reload the cell pam is in. didn't work? Exit the game to the desktop, select F4 and press play to continue your game. Didn't work reload a previous save and save often as these things do happen.
