How to easily get any Tier 4 Merchant.
As a note, this requires the use of console commands, so if you refuse to use them, or are reading this looking for advice while playing on Console it sadly will not help you.

When I was looking into it myself I could never find any real solid information on how to get them, sure I could find them, but then I had to worry about having the right population to recruit them, worry about whether or not the dialogue option to recruit them would pop up for me even if I did have the population, and also worry about whether or not they would ever actually make it to the settlement I sent them to.

As far as I looked I didn't find any solid way to just get them whenever and wherever you wanted to, but using information I grabbed from other searches of mine I found a way I'd not seen suggested before.

Steps:
1. What you need to do is first go to the settlement in which you want to have the T-4 Merchant at, for me my main is always the Castle. Go to the middle of your settlement and open up your workshop mode.

2. Next use the " ` " key to open your console (again this is PC only). Once you have your console open you'll use a variant of " [RefID].moveto player " with the RefID being that of the desired Merchant, which I'll type out each one for your convenience below.

3. Once you've entered the command you'll leave your console and wait a few seconds for the merchant to spawn in. After they have, make sure you're in workshop mode, approach them and use the key that is used to move settlers between settlements, default R, on them and "move" them to the settlement you're currently in.

4. Then since they are now a part of your settlements population you can now just assign them to their desired Trading Shop.

Note: If your at your max settler population when you do this you will not be able to "move" the merchants into your settlement, taking Grape Mentats or using console commands to raise your Charisma temporarily can alleviate this issue.

Using this method does not need any requirements or settlement population count. If done right, as I've done and tested it, you can recruit each T-4 merchant without hassle. I however cannot vouch for what would happen if you desire to move them to another settlement after this, though I assume if you use the same method to move them it will work.

I do not believe any of the mods I run, or you run, will have any impact on using this method of obtaining merchants. As far as I am aware this is all vanilla use of console commands.

Cheat Sheet for each Merchant:

The Scribe — Armor Specialist - 0010d56d.moveto player

Doc Anderson — Clinic Specialist - 00190047.moveto player

Ann Hargraves — Clothing Specialist - 00036d72.moveto player

Ron Staples — Food & Drink Specialist - 00192357.moveto player

Smiling Larry — Weapons Specialist - 0002f2a7.moveto player

Trading Specialists (I only got Rylee, unknown if method works for Vault-Tec Rep and Tine De Luca)

Vault-Tec Rep. - 00031fb4.moveto player

Rylee - 0003eff3.moveto player

Tina De Luca - 0002a82c.moveto player


P.S. I know it's now 2020, but I figured there's probably some people out there looking for a way to do this! I hope it helps! As a bonus I'll tell you another useful command you can use real quick!

Using " player.placeatme 00020593 # " with the # being quantity you can spawn settlers right on you in whatever amount you want! Using this can allow you to get your desired settler amount very quickly! Use steps 3 and 4 to move them into your settlement and now you have more settlers! Pay heed to the note below step 4 though!

I figured I should add that this is doable even on Survival mode, though you do need a mod in order to be able to use Console commands. I'm using the mod below to allow me to use console in my survival play-through right now, hope that helps!

It worked for everyone but Doc Anderson and Ron Staples for me. Nothing happens when I type those in. Are they dead or something?

I use this, also make sure you have a total of 30 settlers (some only req 20 settlers, but best to wait till you have 30 settlers total in linked settlements) and the merchant stands already built otherwise you wont get em.

Best to just use the Cheat mod and spawn whatever items and settlers you want with it.
