On one of the top floor (maybe even the top floor, it's been awhile) you can find a terminal, a City Manager Holotape, and boxes of ASAM sensors.
When you find all that, pop the holotape into your pip-boy and answer the questions it asks you.
Once that's done, you should have a Sim Settlements tab in your Workshop menu.
To answer your thread's question: All sim settlement plots requires 1 ASAM Sensor to build, that is what they do. Some plots require power.
When you place one, a button should appear on the little wooden post. Activate this to choose the exact schematic you want that plot to be.
I.E: Place agricultural plot, activate button (takes a bit to appear) then choose Carrot Farm if you want carrots, Tato farm if you want tatos, etc.
If you run out of ASAM Sensors, you can make more at a chemistry bench.
