If the file keeps reverting settings (mine does) right-click / properties / tick the read only checkbox, then ok.
Check in there, discussion included on whether to cap Bethesda games at 60 fps. There are game engine physics limitations.
I didn't check the Steam forums, it's like trying to find a grain of rice in sand on here, I just did a google search and read the first 2 pages of results, most of them said the same things I tried, the others said the .ini file fix but not how to do it

This helped me also, some1 posted it in Youtube. There are actually 4 places to change it. And after you change settings in-game for graphics it reverts back.
I´m running the game at 120ish FPS atm and only mag locks on security doors give me headahce, have to reload level in order to get them opened. Or is it the problem of FPS cap?
Edit: I have 5700XT also and maxed all settings out.
Regardless of what some say or mods you install, lock it at 60 and just enjoy that.

If you have an nvidia GPU then use nvidia control panel to cap framerate, it is a powerful game tweaking tool giving you full access to GPU driver settings on a game-by-game basis. It is an easy tool to learn, but b/c you can access so many settings hard to master. Usually there are many online posts/vids that list CP (control panel) settings for each game.
Just make sure you make the setting changes just for the game.exe you want, not the global setting or you will lock all games to 60 fps for example, LOL...
If using the 'other' GPU brand there should be an equivalent tool, I just haven't used an AMD/Radeon card for over a decade.
Turn off 'weapon debris' in game?
Can you play other or more demanding/recent games without issue?
Are you monitoring temps, just in case overheating issue?
