And then, the "improvements" : "Legendary" enemies popping up every few minutes, Radscorps popping up out of the ground now (counter to 'lore'), the Zombie attacks out of thin air and the Zombies hitting like an NFL linebacker, Mole Rats tunneling thru 2nd floor of buildings
About the only real improvement is the Settlements, which are a lot of fun, but also just chock full of bugs and poor design choices
edit: to be fair: the weapon and armor crafting that was added is interesting, and I would call it an improvement
Perks are the only real thing you choose when levelling, but they've also been adjusted so that you're picking one every level. I don't find all advancement being expressed in perks to be really any better or worse than before. It's different, but it's okay.
I don't mind burrowing as a concept, but the way it currently works is ridiculous, both for the places the enemies can reach and the fact that they can travel pretty much instantaneously. Snipe at a radscorpion halfway to the horizon out in the glowing sea and you'll have a faceful of claws in seconds. Mirelurks actually do it well by just burrowing slightly into the ground as a way to hide and ambush you (and it works beautifully with their protective shell). Mirelurks in general are much better than in Fallout 3; they look great, they have distinctive combat behaviour, and the mirelurk queen is one of the most interesting and dangerous enemies around.
I'm actually also pretty fond of how the feral ghouls are handled; they're flimsy but agile, and can be unpredictable in how they're going to act; one moment they're shambling slowly about, the next they're leaping into your face. If you're prepared, you can generally mop the floor with them, but if you get surprised they swarm all over you.
The change to VATS (slow-motion rather than freeze-time) is annoying, but that's mostly with flying insects where the continuing movement makes proper targeting difficult. It also seems to waste time on showing the effects of a shot when you just want the shots to go quickly, but I'm not sure if I'd be shooting any faster on my own.
