How the ♥♥♥♥ do I trigger the big dig quest???

I'm like level 56 and I've done all the dlc + main quests and now I'm doing stuff that I've missed and whenever I go to goodneighbor in that alley no one shows up at the door?? Am I doing something wrong? I've already done silver shroud btw.
