Report a translation problem
In this game, the speed at which many things happen is tied to the fps, so if the fps lock is OFF, then this can happen (Vsync being OFF or disabled).
Try checking that your Vertical Synchronization is Enabled in your GPU's Control Panel (Vsync = On). That should lock it down for this game and eliminate 'screen tearing' in all other games, too.
There might be other solutions though, wait a bit for other knowledgeable people to stop by...
