Anyone else getting voice/dialogue skipping?
So started playing this again, and ive noticed the dialogue of NPC's is jumping all over the place, their next line starts before the current one even finishes so there are anywhere from 2-3 lines being spoken at a time depending on the length of each one. Three strings of dialogue all spoken at once by same person is nauseating to say the least, and its nearly impossible to decipher it. Its happening so frequently that almost every single line is abruptly ended, very rarely will they be able to spit out even two sentences before it starts jumping again. Its totally killing the dramatic impact of the game, just now elder maxsons speech was totally ruined because it keeps hopping around, which also makes me realize its not just in active convos where you can choose your responses, but also in the ambient scripted convos as well.

Anyone else experience this or know a fix? Yes I disabled mods, restarted the game, and have done all the no brainer stuff. Any help would be appreciated.

If I may pop in with what happened to me, this occurred when I disabled the fps lock (Vsync off and ipresentinterval=0 in the Fallout.ini) - everyone interrupted each other and Lockpicking was turning the knob instantly, breaking all my Lockpicks, it was funny actually.

In this game, the speed at which many things happen is tied to the fps, so if the fps lock is OFF, then this can happen (Vsync being OFF or disabled).

Try checking that your Vertical Synchronization is Enabled in your GPU's Control Panel (Vsync = On). That should lock it down for this game and eliminate 'screen tearing' in all other games, too.
There might be other solutions though, wait a bit for other knowledgeable people to stop by...

It can happen sometimes even with Vsync on. Particular lines seem most plagued. Some of the Vault-Tec Rep and Preston Garvy's lines for example.

If you change the FPS to max 60 the dialogues should be ok in general.
